民政部关于下乡知识青年因公致残，完全丧失劳动能力的，由民政部门发给生活费、护理费问题给山西省民政局的批复

十二月二十五日电悉。关于中共中央中发〔1978〕74号文件批转的《国务院关于知识青年上山下乡若干问题的试行规定》第三十一条中，有关下乡知识青年因公致残，“完全丧失劳动能力的，经县以上革委会批准，由民政部门按照职工全残后的最低标准，每月发给三十五元的生活费，生活不能自理需要人扶持的，另发护理费，在指定的医疗单位治疗，医疗费用实报实销”，经费从民政事业费中哪个项目开支的问题，经财政部研究，可在城市救济费项内开支，但在年终决算中，要说明享受的人数及开支的钱数。
